Over the past decade, Indonesia has built roads, bridges and fibre-optic cables across Papua, a region long held back by mountains, rivers and distance. Four projects stand out: the Trans-Papua Road, the Youtefa Bridge in Jayapura, the eastern section of the Palapa Ring internet backbone and the Papua Youth Creative Hub. Official figures show real progress in infrastructure in Papua, and they also show how much work remains.
What is the Trans-Papua Road, and how much of it is paved?
The Trans-Papua Road is a network of highways meant to link Sorong in the west with Merauke in the south and the highland interior in between. First, by mid-2021, the Ministry of Public Works said crews had opened 3,446 of 3,462 kilometres, but had paved fewer than half (detikFinance).
Then, by November 2025, Vice President Gibran Rakabuming put the network at 3,377 kilometres, with asphalt on 2,235 kilometres (Kompas.com). Even so, 1,132 kilometres were still dirt road, and crews had yet to cut about 10 kilometres through the forest.
| Trans-Papua Road | Mid-2021 | November 2025 |
|---|---|---|
| Total length | 3,462 km | 3,377 km |
| Paved | 1,733 km | 2,235 km |
| Opened but not yet paved | 1,712 km | 1,132 km |
| Not yet opened | 16 km | 10 km |
In practice, an unpaved road is harder to keep open in Papua’s heavy rain, which is one reason prices remain higher inland. In October 2026, for example, medium-quality rice cost Rp 25,100 per kilogram in highland Jayawijaya, against a national average of Rp 16,650. What does the Youtefa Bridge connect?
The Youtefa Bridge is a red steel arch bridge across Youtefa Bay in Jayapura, the capital of Papua province. President Joko Widodo opened it on 28 October 2019, after four years of construction that cost about Rp 1.8 trillion (Cabinet Secretariat).
Its main span is 433 metres long. Moreover, according to the government, the bridge shortens the trip from central Jayapura to Muara Tami District and to the Skouw border post with Papua New Guinea by about 70 minutes. In addition, it gives the crowded city room to grow eastwards, towards the border.
Has the Palapa Ring brought fast internet to Papua?
Meanwhile, the Palapa Ring is a national fibre-optic backbone of 12,128 kilometres, which the government’s telecommunications access agency BAKTI built. President Widodo declared it operational on 14 October 2019 (Ministry of Communication and Digital Affairs).
In particular, its eastern section connects 35 regencies and cities in East Nusa Tenggara, Maluku, Papua and West Papua. According to the then minister, Rudiantara, Papua’s terrain delayed the eastern section until August 2019.
However, a backbone cable is not the same as a connection in every village. The fibre runs to district towns; whether a village is online depends on local towers and services built on top of it.

What is the Papua Youth Creative Hub?
Finally, the Papua Youth Creative Hub (PYCH) is a centre the government built in Jayapura where young Papuans can develop businesses and creative work. President Widodo opened it on 21 March 2023 (Cabinet Secretariat).
According to the government, the hub supports work in fashion, the creative industries, livestock farming and fisheries. Notably, it grew out of a meeting between the president and young Papuans at the State Palace in September 2019.
What still needs to be done?
Overall, the four projects show that large-scale infrastructure in Papua is possible. Even so, the data also points to the next tasks: paving the remaining 1,132 kilometres of the Trans-Papua Road, extending internet access from district towns to villages and keeping the cost of basic goods in the highlands closer to the national level. In the end, roads, bridges and cables matter most when they lower daily costs and open new work for the people who live along them.
